Second Submission Made For 3291 Kingston Road/ 2+4 Windy Ridge Drive

The second Submission to the City of Toronto, which is an Official Plan Amendment, Zoning by-law amendment and Site Plan Approval Application was submitted in December 2021. You can review all of the materials on the Application Information Centre.

A few of the changes made:

  • The design of the building was advanced further, with a focus on breaking up the massing using a variety of masonry-based materials.
  • The number of units was reduced from 343 to 309.  36% of the units are allocated to 2 and 3 bedroom units. 
  • The site organization was altered to remove the access drive aisle from Windy Ridge drive. Vehicular access is proposed to be from Kingston Road.
  • The streetwall along Windy Ridge Drive was reduced to a 4-storey massing, stepping down to a two-storey condition where it is closest to the homes further south on Windy Ridge Drive.
  • The removal of the drive aisle from Windy Ridge Drive allowed for the retention of additional trees, including a mature red maple tree. 
  • 46 visitor parking spaces are proposed to prevent visitor parking overflow into the community.

Revised – 3291 Kingston Road/2 and 4 Windy Ridge Drive Virtual Community Consultation Meeting – October 5th 2021 @ 6:00pm

Due to a scheduling conflict with a religious holiday (Yom Kippur), the city planning division will be hosting a community consultation meeting on October 5th 2021 to be held online which will summarize the following information:
  • An overview of the development application and the planning review process
  • Opportunities for local residents, employees, businesses and landowners to provide feedback and ask questions
  • Next steps for the proposal

3291 Kingston Road/2 and 4 Windy Ridge Drive Virtual Community Consultation Meeting – September 7th 2021.

The city planning division will be hosting a community consultation meeting on September 16th to be held online which will summarize the following information:
  • An overview of the development application and the planning review process
  • Opportunities for local residents, employees, businesses and landowners to provide feedback and ask questions
  • Next steps for the proposal

Cliffcrest Scarborough Village SW Residents Association Application Response – September 2nd 2021.

The Cliffcrest and Scarborough Village community has provided detailed comments on the proposed development at 3291 Kingston Road, 2 and 4 Windy Ridge which can be found here.

The presentation objectives includes the following topics:

  1. Share the valued aspects and established physical character of this unique neighbourhood.
  2. Highlight the inherently detrimental conceptual flaws of this and any similarly framed proposal for a mid-rise development entering onto Windy Ridge Drive.
  3. Confirm that rezoning residential homes in this neighbourhood is inappropriate and not the intent of the Official Plan.
  4. Start a conversation to guide recommendations for the applicant that would lead to a sensitive and accepted development in line with community needs.

LCH has heard the community and plans to address the vast majority of their concerns and adjustments to the proposal in a revised design. Additional details are to be discussed at the planned Community Consultation Meeting on September 16th 2021.
